Services include all phases of the systems development life cycle from initial planning through post-implementation support. Project management services may include:

  • Development of a project business case, statewide impact analysis, project plan and project charter
  • Development of Advanced Planning Documents (APDs) for federal funding participation

  • Development of detailed project work plan with tasks, dependencies and milestones

  • Preparation and submission of periodic project monitoring reports

IV&V services are typically provided independent of any project implementation or management services and ensure quality and integrity checks are in place to meet the desired objectives of the ERP Program, as well as compliance with applicable laws and regulations. Services typically include (but are not limited to) monitoring progress, identifying and recommending solutions to address problems and concerns, escalation of concerns as necessary, mitigation of risks and reporting status to management.

Verification and Validation are independent procedures that are used together for checking that an ERP system or service meets requirements and specifications and that it fulfills its intended purpose. From a “validation” perspective, we provide assurance that ERP services and/or systems meet the needs of the customer and other identified stakeholders. From a “verification” perspective we evaluate whether or not the service and/or system complies with requirements, specifications, timeline, budget, scope and/or contractual terms and conditions.

Validation can be expressed by the query “Are you building the right thing?” Verification can be expressed by the query “Are you building it right?” It is entirely possible that an ERP system passes when verified but fails when validated. This can happen when a system is built as per the specifications but the specifications themselves fail to address the user’s needs.

A comprehensive analysis of user needs including documentation of specific functional, technical, interface, conversion, performance, training, security and maintenance support requirements for a proposed automated system. Typically includes detailed and comprehensive work sessions with client’s subject matter experts across all functional and technical areas within the umbrella of the proposed system needs. This documentation often becomes an integral part of the RFP/RFO.

The development of specifications for requests for offer/proposal and can include assistance in the notification of qualified vendors through appropriate means. RFP/RFO scope of services typically include introduction and background information, scope of services requested, scheduled bidder events and milestones, timeline, HUB requirements, communications requirements, current functional and technical environment, proposal format, proposal evaluation criteria and format, functional and technical requirements, legal terms and conditions and cost format.

Assistance in evaluating vendor proposals for software and software implementation services. Scope of services typically includes organization and training of evaluation committee, development of evaluation process and evaluation criteria, assistance in the evaluation of bidder proposals, coordination of bidder conferences, development of demonstration scripts to be followed by bidders, coordination of cost analysis and comparisons, coordination of site visits and reference checks, management of the evaluation and selection process and coordinating vendor proposal presentations.

Advise, assist and represent clients during vendor contract negotiations to ensure the most cost effective and low risk software and implementation solution. This service provides assurance that the contract(s) includes all critical elements (including terms and conditions) that are in the best interest of the government organization; the software vendor is held accountable for their software product’s ability to meet client specified requirements; and contracted implementation services are specific, delivered on time and at the agreed price.

TPMG’s business objectives are founded on the premise that we maintain our independence with regard to all ERP software and hardware vendors as well as the implementers of those systems. TPMG is not an implementation partner of select vendors not do we market any ERP software or hardware products.

An independent assessment of systems development project’s critical attributes that can affect project outcome, whether the project is completed timely, within budget and according to established specifications which reflect user needs. Services offered conform to Quality Assurance Review Guide specifications and typically include development of an initial project risk analysis; a project development plan; risk assessment survey and analysis; risk mitigation and management plan; review of system testing standards, plans and procedures; review of functional and technical documentation; review of user training plans and materials; review of project deliverables; review of the project work plan; project monitoring; periodic status reports to management; and post-implementation evaluation.

The implementation of new systems and corresponding new business processes will often significantly change the work environment and job tasks of employees. The risks associated with not managing this business and cultural change can disrupt agency operations, decrease productivity, create employee stress and anxiety and slow acceptance of the new system. Services include the development and implementation of change management initiatives such as a communications and cultural change plan; end user training; end user support/help desks; job aids; cultural change workshops, system presentations and demonstrations; and serve as a liaison with remote/regional end users.

Evaluation, documentation and redesign of government organization’s business processes to improve efficiency, optimize the use of current or proposed information technology and ensure alignment of business processes with mandated strategic goals. Services can also include the development of policies and procedures in support of improved business processes.

Assistance with the identification and resolution of operational and procedural challenges as a result of reorganizations, consolidations and mergers of government entities. Typically services may include an assessment of the impact these restructuring activities may have on current automated systems, organizational departments, administrative functions and business process workflows, allocated budgets, staffing, and customer services. Services may also include recommendations for effective and efficient streamlining of administrative functions, staff and services in support of the new organizational structure.
